If you're importing a used vehicle from Japan you must provide evidence that it meets a range of approved standards before it can be registered for use on the road.

In Japan, at 3 years of age, cars start to become subject to a quite expensive Roadworthy test. Most owners buy a new one at that stage and there isn't really a second hand market. Those 3 year old cars are either scrapped or become “grey” imports to other countries.

Cars, especially used ones, are cheap in Japan due to a strong preference for new cars, high quality and frequent upgrades, a robust domestic auto industry (economies of scale), efficient local markets with minimal transport costs, and the high cost/rigidity of mandatory inspections (Shaken) making older cars less desirable, though a recent weak yen has increased export demand and prices.
